EUDR Update: 1-Year Postponement and Your Questions Answered

EUDR Update 1Year Postponement and Your Questions Answered

According to the latest news, the European Parliament adopted the European Commission’s proposal to postpone the application of EUDR by one year. A series of amendments were also adopted, tabled by the group of the conservatives (EPP) introducing a new 'no-risk' category for benchmarking countries, which would come with less stringent requirements.

Livonia Print remains committed to staying ahead of these developments and ensuring to be well-prepared for EUDR compliance.

To address your concerns and provide clarity, we have compiled the most frequently asked questions (FAQ) about EUDR and our ongoing preparation efforts.

  1. What is EUDR and where can I get official information about it?

EUDR (European Union Deforestation Regulation No 2023/1115) prevents products linked to deforestation from being sold in the EU. It requires companies to ensure deforestation-free sourcing of key commodities through supply chain traceability and due diligence. Information can be found on European Commission official page on Guidance on EU Deforestation Regulation and European Commission official webpage on EUDR .

  1. Which materials used in printing are affected by EUDR?

EUDR applies to timber and timber-derived products, such as paper, cardboard, and wood-based packaging materials. Printing houses using these materials must ensure they are not linked to deforestation.

  1. How is Livonia Print preparing to meet EUDR requirements and support its clients in this process?

Livonia Print has already begun integrating the EUDR requirements into its Quality Management System. During the preparation process we closely monitor the needs communicated by our clients, publishers and proactively seek guidance based on the information available from European Comission and Intergraf (European Printing Industry Association).

  1. Is Livonia Print going to implement EUDR requirements?

Livonia Print will ensure compliance with EU Deforestation Regulation and all requirements established by the law.

  1. Is Livonia Print a large or small and micro-company?

We are considered as large company.

  1. Can Livonia Print provide due diligence statement for books exported from Livonia Print before EUDR requirements enters into force on December 31, 2025?

Since EUDR requirements are not yet in effect and suppliers are not currently required to provide this data, we will not have full information available until January 1, 2026. However, material traceability will be implemented in our internal system starting January 1, 2025.

  1. What data is Livonia Print already gathering and can provide to customers before 30 December 2024?

We can offer to our customers specific information about their orders, such as, Bill of Materials, information about papers or relevant packaging materials.

  1. What data Livonia Print cannot provide to customers regarding EUDR?

We cannot give GPS coordinates (geolocation) of harvest for paper used in a book (specific batch or order) before EUDR takes an action. When it does, we can provide only information that is not stated as confidential.

  1. What is Livonia Print already doing to ensure deforestation-free sourcing as much as possible?

Livonia Print carefully evaluates suppliers with whom to cooperate. To ensure fair and open cooperation, we do agreements only with those suppliers that pass our supplier compliance procedure.

Livonia Print has been certified as Chain-of-Custody company and has received the Forest Stewardship Council (FSC) certificate. In this way Livonia Print contributes to promoting environmentally appropriate, socially beneficial and economically viable management of the world’s forest resources.

  1. Are existing certifications FSC and PEFC enough to meet EUDR requirements?

While FSC and PEFC certifications are useful, they are not sufficient alone. We will need to ensure full traceability to verify compliance with EUDR's specific standards.

  1. Will Livonia Print provide publishing houses with Reference numbers?

Yes. Reference number of each project order will be registered in the EU system and provided to our customer as soon as the system is available.

We are prepared to integrate our system as soon as the EU system becomes available.

  1. What steps is Livonia Print taking to ensure compliance with EUDR requirements and integrate with the EU system?

Our FSC audit company is currently undergoing accreditation to conduct audits for EUDR compliance. Once they are accredited, we will request an audit to confirm that Livonia Print's internal procedures and material traceability meet EUDR requirements.

13. Where I can register in EUDR Information System?

The Information System is now open for companies' registration here. Note that the system does not allow the submission of due diligence statements yet. The European Commission also warns that companies may experience a slow connection due to a high number of connexions.

As we embrace the EUDR requirements, we have a unique opportunity to strengthen our commitment to sustainability and transparency. While challenges may arise, together we can ensure a smooth transition, benefiting both our industry and the environment.
